Reasons

The landlord attended the hearing, conducted via teleconference. Two calls to the tenants went unanswered and to voicemail. The first call was ended when answered and after I introduced myself. I was satisfied adequate service had completed and I continued with the hearing after the second call attempt went unanswered.
The landlord has applied for compensation and reimbursement of the filing fee following the end of the tenancy.

Did the tenant comply with their obligations at the end of the tenancy?

At the end of the tenancy the tenant must leave the premises reasonably clean and tidy, remove all rubbish, return all keys and security devices, and leave all chattels provided for their benefit. See section 40(1)(e)(ii)-(v) Residential Tenancies Act 1986.
The tenant did not leave all of the the premises reasonably clean and tidy, and did not remove all rubbish. The landlord produced a series of entry and exit photos. The full invoice claimed was $415.44 but I do not consider that cost is evidentially supported. Having reviewed the entry and exit photos I have determined it appropriate to allocate 2/3rds of the invoice cost as tenant liability. This totals $274.19 and is ordered.
The tenant did not return the keys. An invoice from a locksmith for $168.30 was produced and this sum is awarded in full.
This was a fixed-term tenancy that was to end on 10 March 2024. The landlord incurred costs in reletting the premises. This process was done quickly which reduced the ongoing rent liability of the tenants and the claim for $303.60 was itemised and is considered reasonable. The cost is award in full.
