Reasons

The landlords attended the hearing. There was no appearance for Ms Pirini. She had been served with the notice of hearing however, therefore the hearing went ahead in her absence.
The landlord has applied for rent arrears, compensation, refund of the bond, and reimbursement of the filing fee following the end of the tenancy.

How much is owed for rent, electricity and power?

On 30 September Ms Pirini advised the landlord she would be leaving the tenancy in four weeks and would not be paying her bills for those weeks. The landlord provided rent, electricity and broadband records establishing the amounts owing at the end of the tenancy.
As the landlords had provided Ms Pirini with these amounts and the calculations for the utilities (with access to the actual bills) and have established that she has not paid them, I direct that she reimburse them now.
This was a fixed term tenancy and as such Ms Pirini was not entitled to give notice and leave prior to the end of the fixed term. The landlords however only seek rent until the time she vacated. This amount is reasonable and established in evidence; accordingly I order it as sought.

Did the tenant comply with their obligations at the end of the tenancy?

At the end of the tenancy the tenant must leave the premises reasonably clean and tidy, remove all rubbish, return all keys and security devices, and leave all chattels provided for their benefit. See section 40(1)(e)(ii)-(v) Residential Tenancies Act 1986.
The landlord has established that Ms Pirini did not return the keys and accordingly the locks needed to be changed. This amount is ordered as sought.
The landlord has also applied for the disposal of goods Ms Pirini left at the premises at the end of the tenancy.
The landlord has provided Ms Pirini with a number of opportunities to collect her belongings of which she has not availed. They even brought them to court to return to her.
Accordingly, it is not practicable or reasonable for the landlords to the return the goods to Ms Pirini. The value of the goods is below the cost of storing, transporting and selling them. Therefore, the landlord may dispose of the goods as they see fit. See sections 62(3)(b), 62B(2) and (3) Residential Tenancies Act 1986. Filing fee & suppression
The landlords were successful in their claims; accordingly I must reimburse the filing fee and approve their application for suppression.
