Both parties attended the hearing by video.
Prior to the hearing the parties agreed for the bond to be released to the tenant except for $345.00 which was in dispute. The tenant has applied for release of the remaining bond. The landlord has applied for the remaining bond to be applied to cleaning costs.

Did the tenant comply with their obligations at the end of the tenancy?

At the end of the tenancy the tenant must leave the premises reasonably clean and tidy, remove all rubbish, return all keys and security devices, and leave all chattels provided for their benefit. See section 40(1)(e)(ii)-(v) Residential Tenancies Act 1986.
The tenant left most of the premises reasonably clean and tidy. There were some issues with the cleaning in relation to a kitchen drawer, the oven, the couch, the clothes drier filter and the mattress. The tenant had asked for the landlord to obtain a quote to carry out the cleaning which the landlord did.
After receiving the quote, the tenant advised that he would attend at the premises to carry out the cleaning on 23 November 2023, nine days after the tenancy ended. No clear arrangements were made for that cleaning to be carried out. I find that the onus was on the tenant to arrange access to the premises with the landlord.
As the tenant did not carry out the cleaning the landlord hired a professional company to do so. The landlord had provided the tenant with an opportunity to carry out the cleaning himself, but this was not taken.
I award the cost of cleaning to the landlord. This amount is to be deducted from the reaming bond held by the Bond Centre.
Because [The applicant/s] has wholly succeeded with the claim I must reimburse the filing fee. For the same reason I suppress the landlord’s name.
