Reasons

Both parties attended the hearing. Mr Morrissey represented the tenants and attended by way of teleconference. Ms Jones And Mr Franco represented the landlord.
The landlord applied for end of tenancy costs. The parties settled most of the matters at mediation leaving only the cleaning claim for determination by the Tribunal.

Did the tenants comply with their obligations at the end of the tenancy?

At the end of the tenancy the tenant must leave the premises reasonably clean: section 40(1)(e)(ii)-(v) of the Residential Tenancies Act 1986 (the Act). The obligation is not to leave the premises in an immaculate standard of cleanliness, nor does it mean that it will necessarily be up to the standard that a new tenant might require. There will often be some additional cleaning work required at the end of a tenancy and this is considered to be an ordinary business cost.
The landlord claims the sum of $632.50 to clean the following: the shutter blinds; the oven and hobs; the kitchen extractor fan; the kitchen cupboard fronts and drawers.
With the exception of the blinds, I find that the end of tenancy report and the photographs provided in evidence support that the premises overall were left reasonably clean at the end of the tenancy. The areas that required additional cleaning where relatively minor and fall within the additional cleaning that is frequently required to bring it to a higher standard than that imposed by the Act. However, I accept that the shutter blinds were not left reasonably clean.
In the circumstances I consider the sum of $260.00 reasonable to compensate the landlord for the cleaning of the blinds. When assessing the amount of compensation, I have taken into account that the landlord is claiming the full cost of key collection and travel ($132.82) from the tenant when the landlord also had additional cleaning work (cleaning of dust from ceilings, chandeliers and mould) completed at the same time.
The landlord has been partially successful in their claim, and I consider this an appropriate case to awa5rd them payment of the Tribunal application fee.
