[The tenant/s] must pay Emerge Aotearoa Housing Trust $2,501.54 calculated as shown in the table below.
The tenant must pay the debt in this order at the rate of $20 per week.
The tenant is paying off an earlier agreed debt at the rate of $20 per week every Tuesday to the landlord and those payments must continue after that debt has been paid in full and must continue until the debt in this order has been paid in full.
If the tenant fails to make any payment within 2 working days of the due date, the balance of the debt owing will be payable immediately and can be enforced through the District Court.

Reasons

Both parties attended the hearing. Ms Timpson for the landlord attended in person. The tenant attended by telephone.
The landlord claims the cost of cleaning, rubbish removal and methamphetamine (meth) testing following the end of the tenancy on 6 May 2024.
The premises tested negative for meth at the start of the tenancy.
The premises were tested for meth during the tenancy both using an indicative testing kit and by professional meth testers by detailed testing. The tests were positive for meth and the tenant admitted to using meth in the premises during the tenancy.
There were detailed tests in August 2023, April 2024 and May 2024. The May 2024 test was carried out after the tenancy had ended and after the premises had been cleaned, including meth decontamination.
The tenant agreed to pay for the August 2023 test, and she has been paying that off from her benefit at the rate of $20 per week. It has almost been paid in full, but I was not given the amount owing.
The landlord does not claim the cost of decontaminating the premises from the tenant. The meth levels were not above 15μg/100cm² for any of the tests. That is the level that the Tribunal accepts as the level above which there may be a risk to human health and therefore the level at which decontamination may be justified.
The tenant accepts liability for the landlord’s claims. I am satisfied that it is reasonable for the tenant to be held liable for them. The tenant should not have been using meth in the premises and it was reasonable for the landlord to carry out the tests in the circumstances.
The test after the decontamination was needed because the landlord agrees with the owners of its rental properties that it will return the properties to them with the meth level below 1.5μg/100cm². Filing Fee
The landlord has succeeded and so the tenant must pay the filing fee. Suppression
I refuse name suppression for the landlord. It is a publicly funded social housing provider and therefore the public has a legitimate interest in knowing about how they are managing their tenancies.
I also refuse name suppression for the tenant. She offered no good reason to outweigh the principle of open justice.
