The landlord has applied for compensation and reimbursement of the filing fee following the end of the tenancy.

Did the tenant comply with their obligations at the end of the tenancy?

At the end of the tenancy the tenant must leave the premises reasonably clean and tidy, remove all rubbish, return all keys and security devices, and leave all chattels provided for their benefit. See section 40(1)(e)(ii)-(v) Residential Tenancies Act 1986.
The landlord claims that the tenant did not leave the premises reasonably clean and tidy, and they were required to engage a professional cleaner. They say that the areas that had not been cleaned sufficiently included the windows, windowsills, walls, doors, light switches, toilet, shower tray, vanity corner, kitchen bin drawers, ovens and laundry tub. The landlord has provided photographs in support, together with an invoice of $414.00 for the cleaning.
The tenant says that they left the property in an excellent condition, and that they should not be liable for paying the cleaning costs sought. They have also provided photographs, videos, a letter from a neighbour and renting references to show that they are excellent tenants who have never had any issues prior to this property.
I have reviewed all the photographs and videos provided and find that although the tenants did mostly leave the property clean and tidy, there were a few locations where I accept that some further cleaning was required to reach the standard of reasonably clean and tidy.
I therefore consider that it is fair for the tenants to contribute towards the cleaning costs in the amount of $200.00 to reflect the additional cleaning that was required.
The amount ordered is proved.
Because [The applicant/s] has substantially succeeded with the claim (in that compensation for cleaning has been awarded) I must reimburse the filing fee.
I have granted name suppression to both parties. The landlord was substantially successful and so is entitled to suppression. In my view, the tenants were justified in seeking to have the amount claimed tested by the Tribunal (especially as they have successful reduced the amount ordered), and I am satisfied that the impact of their name being published outweighs the public interest.
