Reasons

The landlord attended the hearing, conducted via teleconference. Two calls to the tenant went unanswered. A voicemail message was played but no message could be left. The landlord confirmed the voice on the voicemail was that of the tenant. Text reminders are regularly sent prior to these hearings.
Given the delay between the tenancy end date and the application being lodged, adequate service on the tenant had to be considered. The landlord explained attempts since, including their confirmation from MSD after the tenancy that it had engaged with the tenant on the same telephone number provided here. I consider it appropriate to dispense with the requirement for service and proceed as if the notice or other document had been served on the party in accordance with this Act (see section 91B(2)(c) Residential Tenancies Act 1986).
The landlord has applied for compensation and reimbursement of the filing fee following the end of the tenancy.

At the end of the tenancy the tenant must leave the premises reasonably clean and tidy, remove all rubbish, return all keys and security devices, and leave all chattels provided for their benefit. See section 40(1)(e)(ii)-(v) Residential Tenancies Act 1986.
The tenant did not leave the premises reasonably clean and tidy, and did not remove all rubbish. The landlord provided a cleaning invoice for $310.50. This cost was supported by a series of vacated tenancy photos that prove the need for the extensive cleaning undertaken. This invoice is awarded in full.
The landlord, at its own cost, dealt with the significant rubbish.
The tenant did not return the keys. Given the nature of the eviction there was genuine landlord concern regarding access and security. A locksmith attended at an invoiced cost of $195.00. This is awarded.
The premises electricity is sourced by a prepay method (Globug). Subject to reasonable use, the electricity was included in the rent. The tenant had a field worker assisting him and there were reported instances of excessive electricity use. The landlord claimed $50.00 for the additional, unexpected use of electricity that required a top-up of $50.00. Electricity was also required for the exit deep cleaning activities conducted, including hot water.

Because The Salvation Army New Zealand Trust has wholly succeeded with the claim I must reimburse the filing fee.
