Reasons

The landlord attended the hearing, conducted via video. The tenants did not join and two subsequent calls to the tenants went unanswered. After the first call went to each voicemail, a brief message was left introducing myself and explaining the purpose of the call. The message concluded with the advice I would try a second time after waiting some minutes. I continued with the hearing after the second call also went unanswered.
The tenancy ended 18 September 2023 and the application was lodged more than two months after that date.
Having reviewed the attempts of the landlord to engage with the tenants since the tenancy ended, and considered the contact details appear to be still active, I am satisfied that all reasonable efforts have been made by the landlord to serve the tenants and it was appropriate to proceed with the hearing (see s 91B Residential Tenancies Act 1986)
The landlord has applied for rent arrears, compensation, refund of the bond, and reimbursement of the filing fee following the end of the tenancy. The claim was capped at the bond amount.

The tenancy ended on 18 September 2023. The last rent payment was not made but the landlord capped the claim for rent arrears at $290.00 as she sought only the bond.

Did the tenant comply with their obligations at the end of the tenancy?

At the end of the tenancy the tenant must leave the premises reasonably clean and tidy, remove all rubbish, return all keys and security devices, and leave all chattels provided for their benefit. See section 40(1)(e)(ii)-(v) Residential Tenancies Act 1986.
The tenant did not leave the premises reasonably clean and tidy, and did not remove all rubbish. The landlord provided a series of photos that showed the poor condition the premises were left in. The landlord sought $450.00 as cleaning costs compensation and $60.00 for the cost of the removal of rubbish. Both costs are reasonable and evidenced. They are awarded in full.
The lounge light shades were missing at the end of the tenancy and replaced by the landlord at a cost of $80.00. A photo confirmed this. The amount ordered is proved.
The evidence supported further costs incurred by the landlord that may have been awarded. As the landlord capped the total amount sought to the $880.00 bond, these claims were not considered.
For the same reason, the filing fee is not returned.
