Reasons

The landlord attended the hearing, conducted via teleconference. The call to the tenant went unanswered. The landlord had previously unsuccessfully attempted to call that number. A prior call to by the landlord the tenant’s next of kin was answered but there was no cooperation in providing better contact details or a willingness to act as a conduit.
I was satisfied adequate service had completed and I continued with the hearing after the second call also went unanswered.
The landlord has applied for compensation, retention of the bond, and reimbursement of the filing fee following the end of the tenancy.
A party who brings a claim to the Tenancy Tribunal must prove on the balance of probabilities (more likely than not) that their version of events took place. Independent witnesses, corroborating documents and photographs are an important part of discharging this burden of proof.
The tenancy commenced 10 December 2020 and ended 24 July 2024. The application was submitted on 20 September 2024.

The landlord absorbed some of the cleaning costs, reducing the award to the amounts in this order.
The tenant did not return the keys and a locksmith attended to change the lock. The landlord sought a partial recovery of the total cost, reduced to $172.00. This is awarded.
