Did the tenant comply with their obligations at the end of the tenancy?

At the end of the tenancy the tenant must leave the premises reasonably clean and tidy, remove all rubbish, return all keys and security devices, and leave all chattels provided for their benefit under section 40(1)(e)(ii)-(v) of the Residential Tenancies Act 1986 (the Act). The tenant is required to replace worn out smoke alarm batteries during the tenancy under section 40(1)(ca) of the Act. The tenant must also replace standard light bulbs.
The tenant did not leave the premises reasonably clean and tidy and did not remove all rubbish.
The landlord provided photographs and invoices to prove the amounts owing for cleaning and rubbish removal.
The tenancy had been terminated under a previous Tribunal Order and no effort seems to have been made to clean the premises. Large amounts of rubbish and abandoned furniture and other items were left at the tenancy and had to be removed.
The landlord provided invoices for general cleaning (including removal of medical waste), oven cleaning, cleaning of kitchen cupboards, interior rubbish removal and exterior rubbish removal.
The tenant did not return the keys and the locks had to be changed.
The smoke alarms were missing at the end of the tenancy and had to be replaced.
Some of the amounts have been claimed at a discounted rate as is this landlord’s practise.
