[The landlord’s representative] attended the teleconference hearing. The phone number for the tenant, the last three digits being 849, was called twice without any response. As the tenant was served, the hearing proceeded in her absence.

The landlord has applied for rent arrears, outgoings, compensation, refund of the bond, and reimbursement of the filing fee following the end of the tenancy.

The landlord also provided water invoices and a summary of water invoices and payments by the tenant, to show that the tenant owes $678.23 in water bills to the end of the tenancy on 11 April 2025.

Did the tenant comply with their obligations at the end of the tenancy?

At the end of the tenancy the tenant must leave the premises reasonably clean and tidy, remove all rubbish, return all keys and security devices, and leave all chattels provided for their benefit. See section 40(1)(e)(ii)-(v) Residential Tenancies Act 1986. Cleaning

The landlord said the tenant did not leave the premises reasonably clean and tidy. The landlord provided photographs of the condition of the property at the end of the tenancy. The photographs show the condition of most rooms and cupboards, doors, walls in the property as being very dirty. There were photographs also showing a dirty oven and stovetop and grimy floors. From the photographs, there was clearly a cockroach infestation, as cockroaches were seen everywhere, especially in the kitchen, but also in other rooms.

The landlord provided an invoice for cleaning, with a narrative on the invoice of what was cleaned, including walls, doors, windowsills, cupboards, oven, stove top in the amount of $650.00 plus GST, coming to $747.50. Given the photographs provided and the level of dirt showing in the photographs throughout the property, I find this to be a reasonable amount to clean the property at the end of the tenancy. Therefore, I award the landlord $747.50 for cleaning at the end of the tenancy. Outside windows clean

The landlord also claimed $100.00 plus GST, coming to $115.00 to clean the outside windows with chemicals at the end of the tenancy. However, it was not possible to see the condition of the outside windows in any of the photographs provided by the landlord. As such, I find the landlord has provided insufficient evidence to prove this claim and so dismiss this claim. Gardening

The landlord claimed $287.50 for gardening required at the end of the tenancy, and provided photographs of the condition of the garden. The photographs showed overgrown areas of the garden, edges that had overgrown grass and weeds. The claim amount included disposal of garden waste and clippings from weeding, trimming and tidying the garden to a reasonable state. Given the photographs provided, I find the amount claimed by the landlord for gardening to be reasonable and award the landlord $287.50 for gardening at the end of the tenancy. Pest control

The landlord also claimed $380.00 for two cockroach treatments. The landlord said there was a significant cockroach infestation, which required two treatments to clear. There were photographs of a number of live cockroaches at the property provided by the landlord. Given the evidence, I find the amount claimed by the landlord to clear the cockroach infestation to be reasonable. Therefore, I award the landlord $380.00 to treat the cockroach infestation at the end of the tenancy.

The amounts ordered are proved. Refund of the bond

The Bond Centre is to pay the bond of $2,175.00 ([Bond number suppressed]) to [The landlord/s] immediately. Filing fee

Because [The landlord/s] has been successful with the claim I must reimburse the filing fee. Suppression

The landlord requested name suppression. As they have been successful with the claim, the landlord is entitled to name suppression. Therefore, I order that the landlord’s name and identifying details and the tenancy address are not to be published. See section 95A(1) RTA.
