The landlord provided rent and water rates records which prove the amount owing at the end of the tenancy.

The landlord got a quote of $1,798.00, based on an assessment that 9m 3 of rubbish needed to be removed, which is supported by the video evidence showing the quantity of goods left by the tenants.
To reduce costs the landlord bought 3 x 3m 3 flexibins, then found that a 4 th bin was required. The landlord hired labour to fill the bins then paid to have them collected. The total cost claimed is less than the initial quote, which shows that appropriate steps were taken by the landlord to mitigate the costs to the tenant.

Is the tenant responsible for the damage to the premises?

A landlord must prove that damage to the premises occurred during the tenancy and is more than fair wear and tear. If this is established, to avoid liability, the tenant must prove they did not carelessly or intentionally cause or permit the damage. Tenants are liable for the actions of people at the premises with their permission. See sections 40(2)(a), 41 and 49B RTA.
Comparison of the entry and exit videos shows that when the tenancy ended there was damage to wallpaper and to a window that was not present when the tenancy began.
The tenants should compensate the landlord for the cost of repairing that damage, which is proved by the invoice provided.
